k so let me get this straight there is a steering lock fuse issue and a steering lock failure issue which both can be prevented if I take the fuse

You "fix" it by either of these approaches, not both.

I reccomend pulling your fuse (it is reversable and very very easy to do even for a total non mechanic.)
