As far as I know, this is not possible. I have looked into doing the same for Europlates in NY and they won't allow it. They will allow you to

I have looked into doing the same for Europlates in NY and they won't allow it. They will allow you to have them on the car (as decoration) as long as your normal state plates are still showing.
