Default Nissan not allowing Z to be bought with Cash4Clunkers trade?

I just noticed on the Nissan.com that they are not allowing vehicles that qualify under the Cash for Clunkers bill to be traded against 370z. Any idea why? I normally don't like handouts but I have an old Cherokee that qualifies for the full $4500 if I went with a Z and quite frankly was tempted.

The 370z does not qualify for the program because it's EPA-rated, combined fuel economy is "only" 21 mpg. In order to qualify, the new car has to get at least 22 mpg combined.
