I'm surprised you'd post a thread on a public forum stating how you decided not to send center caps that you had pictured in a sale thread but never stated

I'm surprised you'd post a thread on a public forum stating how you decided not to send center caps that you had pictured in a sale thread but never stated you weren't selling. Then went on to ignore your buyers inquiries (and admit to it openly) about the center caps and question why there's a dispute through paypal... Send the buyer the caps It'll be much cheaper for you to buy new caps then it will be to lose your money through a dispute on paypal. This is the reason why it's difficult to trust sellers on a forum....
