18' wheels to 19' wheels

19" is perfectly fine, your tach will be unchanged (engine RPM stays the same). Your Speedo will be off. I believe the bigger the tire the lower it reads smaller

Bigger circumference leads to less revolutions of the tire and a lower speed reading. Its usually a minor change ~2mph you can calculate it or find an online tool, its simple math.

Uhh.

Kinda.

If your tire is a larger diameter your speedometer is going to read slightly lower then your actual vehicle speed.

I think that's saying the exact same thing, not "Kinda."
