Buy yourself tire tote bags when your ready to buy your wheels they cost like 20 bucks and they come in pairs. I dont have a garage either so these tire bags make caring my tires up and down stairs much easier. If you plan on using your car as a daily driver in NY snow tires are a great investment for your safety. Not just for snow but for cold weather. My summer tires were like hockey pucks driving in just cold weather.
