Yes, and yes.

Just be careful because sometimes state troopers have multiple units roaming in the same area and they will pull you over to chat about your "communication skills".

Happened to me during the dark days of the 55 mph national speed limit. Very dark days.

During the day, yeah. I used to do it at night, too, until I accidentally flashed my high beams at a cop. I felt so stupid, but he never came after me.

I flash for speed traps or even a parked cop car on the shoulder. Specially on the Highway/turnpike.

Talking

Absolutely and absolutely.

When approaching a speed trap, drivers that see the trap, have a radar detector or just go along with the crowd will slow down.

When you flash your lights, you are simply warning other drivers about an upcoming traffic condition that may be unsafe and may require them to react.

That's my story, and I'm sticking to it!!!

I wonder if other folks understand what you are communicating when flashing lights.

I'd love to agree with this, but... My local police department has not only ordered new vehicles in midnight blue with interior mounted light bars, they've gone through the trouble and expense of repainting the existing white vehicles and retrofitting them with interior light bars.
These "stealth" police cars are impossible to see, which leads me to believe that having a visual "presence" to keep the township and its roadways safe has taken a back seat to using ambush tactics to catch and ticket drivers.
