Help with Aftermarket Steering Wheel Install

I just called my local state inspection shop and they told me that all current stock safety equipment must be working. Side airbags are excluded but in 2016, they will

I just called my local state inspection shop and they told me that all current stock safety equipment must be working. Side airbags are excluded but in 2016, they will be part of the inspection process from what he knows of right now.
He also said, you most likely won't be insured and you definately won't pass inspection for street use in north tx. He says different counties treat these rules differently by severity on the same rules but NTX is very strict concerning safety equipment and emissions on inspection.
Oh yeah, he also said, long tube headers and test pipes as a mod are an emissions NO GO.

Care to provide the phone number of the shop?

Texas inspections do not include airbag checks.

Really?
Because I live in Texas and have plenty of friends without airbags in their steering wheels on brand new 2009+ cars. Fully insured, pass inspection, etc. Also, LTH & TP are not 'legal' in Texas but can easily pass any inspection with them. I know because I have.
