Default Front Plate W/O drilling holes?

I recently got pulled over because a cop in Irvine decided that I, and I quote, "was trying to get his attention with the sound of my exhaust"....
I turned past him while shifting at no more than 3000rpm and my exhaust is stock and he ended up giving me a ticket for not having front plates on -_-
Regardless, the two cops I've gone to ask to get my ticket signed off have told me I need to drill holes into my bumper and mount it and I'm definitely not about to do that. Are there any front plate mounts that I can get that wont need any drilling and can be removed at any time?
Before I get any heat for this, I really did try using the search option and couldn't find anything and I even tried google with no luck.
Any help would be appreciated. Thanks in advance.

Stillen has a kit the sells for about $80.00 and mounts on the front bumper tow hook attachment point. I've got it. It's an acceptable compromise to the problem-and No Holes. The Idea that you have to put holes in the body work is just complete BS, have them show you the part of the motor vehicle code that requires direct attachment to the body work, what it probably requires it a solid attachment to the vehicle (the Stillen provides this) but I cant Imagine that it requires that you attach it to the painted plastic bumper cover. Get the Stillen and find a different cop or sheriff or CHP officer to sign it off.

Try Carrera,Cayman,BMW,Tow Hook License Plate,John Deere,Kubota I got my bracket there and really happy with it. Excellent customer service!!

That is after so many complaints, including mine.

They drilled two 1" holes on the bumper, not the tiny holes on the black part.

Nissan replaced my bumper after about 4 months of fighting with them.

This pretty much is similar to the Stillen kit. At least the stillen kit has wedges so you could just grab a monkey wrench to remove it easily.

I have the Stillen kit and it's worth the piece of mind not get pulled over and not to drill holes on my car.

Really? When I did the same kind of test I was about 5-10 degrees higher with the plate on and it seemed to take longer for the temperature to drop. But nothing to worry about for normal street driving.
