Whole thing sucks - the neighbor didn't cause the accident, but he's an a-hole for lying to you to get a ride in the Z (if he hadn't done that, the accident wouldn't have happened in the first place). Looks like you're going to be the one "at fault" - that really sucks too. Sorry you're in this situation.
