I found it wrapped around the very bottom of the driver's seat belt, held by the snap side, with the velcro side free (but closed).

My only guess is that it's some sort of hookup for a belt extender. I bought my Z previously owned from a dealer, so I don't know the size of the previous owner, and I've never seen one of those.

I couldn't find any reference in the owner's manual.

Haven't seen one of those before but seems like maybe it's used to make getting at the seatbelt more convenient than reaching all the way back over your shoulder.

Edit: Or actually looks more like one of those straps for your luggage where you can strap a laptop bag on top of a rolling bag lol

The Nissan seat belt extender is a little short belt with a tongue and a buckle on it - it is like a tiny seatbelt. Velcro wouldn't be used in any seatbelt attachment.

It seems familiar, but I can't place it.

Not sure, but it looks like one of those shoulder belt positioners. You know... positions the shoulder belt down a little for shorter passengers.

Maybe it could be used to attach the shoulder strap to the lap strap to pull it down from a short person's chin?
