Yes, it is the front license plate holder. Go into your Owners Manual and it will give, and show you instructions on how to mount it (if you so desire).

Yes, it is the front license plate holder. Go into your Owners Manual and it will give, and show you instructions on how to mount it (if you so desire). Also, search for the threads here regarding its installation as you will be drilling some serious holes into the front bumper, and there are some pitfalls with the fasteners.
