Default Another mounting front plate question

I was going to use the zip tie method of mounting the front license plate and then discovered there is not enough vertical clearance to put the plate below the black strip on the 2010.
So I decided to mount the plate with the top edge aligned with the top edge of the black plastic strip, using a universal mounting bracket.
There is no access to the back of the black strip to use a machine bolt and nut, without removing some large panels, so the question is will it be strong enough if I use a large sheet metal type screw?
By feel, the black strip seems to have a soft foam like material behind it.

If not go for the Stillen tow hook frame holder.
