That is an "oil slick" device. Perhaps not so much to spray the road, since you'd need to dump an awful lot of gallons fast, and that only seems it would pan out in the movies. Instead -- to spray an aerosol cloud to mess up the pursuing car's windshield. For tech, it could be as simple as a normal pressure garden sprayer loaded with used motor oil.

On the scale of legality, sanity, even psychopathology, it's about as smart as carrying a loaded gun in your car. But it's not a gun -- it's a purely defensive device (at least as I envision it). It could even be made "stealthy" by running a retractable arm low by your exhaust. (You'd have to extend it into the airstream, otherwise you'd wind up spraying your own car.)

The alternative to this is to never antagonize other drivers in the first place. But damn, we're talking Mitsubishi Lancers with freakin' spoilers trying to "challenge" a Z. Or Jerseyite Bimmer mensch trying to justify the extra 30-70K they spent for the "ultimate driving experience" -- which it ain't. It seems everyone sees a Z on the road, and immediately wonders about the size of their "equipment".
