This has typically been my experience as well - you can call the cops but you might be waiting quite awhile for them to show up and they typically just want you to exchange info etc.

recording and taking pics with your phone seems like a great idea that I think most probably don't think about when they are dealing with it etc.

Sounds fishy but start the video rolling when the police show up as evidence they were there and get the officer's badge number.

At the very least I will be picking up what Z Runner suggested for future accidents. Which hopefully don’t occur.
