Don't quote me on this but if there isn't a good way to keep the moisture from "coming up", I think the tile will come loose and curl at the corners...a real unsightly mess.

If your garage floor was poured correctly there should be no moisture coming thru... I had none to start with.. I did put down a fabric, (same fab you use in the bush beds to keep out weeds in the yard).. It keeps the floor from possibly making any clanking noises when you walk on it.. I dont think it really needed it, but thats what they recommended..
