Need help.. I've read all about steering lock isues.please help

This happened after I went threw water so I'm thinking moister also. I have removed the battery cable. Only way I could get it to shut the power off .

I have removed the battery cable. Only way I could get it to shut the power off . And I just got the car so I haven't removed the fuse cause I haven't had chance to look for it to remove it.
