On topic: I would start by sanding it all down again. Any decently adhered paint will stay and the bad stuff should sand right off. Then after ensuring you have a good surface wipe it down with some mineral spirits to make sure the surface is clean and try again.

would i need to laquer it to stop it from chipping?
i want to have a matt finish, thanks
