From my understanding, both SocalZ and Zociety are more car communities than car clubs. I don't think you have to "join" them, simply represent decals in order to increase awareness.

On their website, it just says to join the community through representation. Go ahead and buy their decal sets. I mean, anyone is able to access them through their store.
