It's a metal frame so I don't want to try it with a hand drill.

A quick rap with a center punch and a sharp bit will do the job. The center punch gives a good starting point and a sharp bit is not as likely to walk out of the punch dimple. If the hole is very big, drill a small pilot hole before boring out to full size. Poking at it with a dull bit is almost certain to fail.

I only get one shot at it since if the holes are too small, the screws will likely strip. I'd rather just have someone drill it out to match the top holes and everything would be nice and kosher.

If it makes you uncomfortable, I can't say as I blame ya. I'm the same way about removing/installing interior panels.

I dunno what the frame is made out of but it's not really flimsy enough for me to use an awl to punch a hole. I'd rather just have it drilled out.

You don't have to punch a hole in it, just put a good dent in it for the tip of the bit to get started in.

I've got a drill press in my shop at the house. I live near Dulles airport though. If you want to bring it to the FFX meet this coming weekend, I'll be happy to take it home and drill it out for you and get it back to you somehow. I work in the Tyson's Corner area if that helps. If I can get it before this weekend, I can bring the drilled frame to the FFX meet.
