A quick rap with a center punch and a sharp bit will do the job. The center punch gives a good starting point and a sharp bit is not as likely to walk out of the punch dimple. If the hole is very big, drill a small pilot hole before boring out to full size. Poking at it with a dull bit is almost certain to fail.
