Simple window reset procedure. Run the window down and keep the switch depressed for a few seconds. Then run the window up and keep the switch held for a few seconds. That should solve your issue.

The soft pedal is probably air in the lines as others have suggested. But it could be worn or loose linkage. The stutter may be uneven deposits on the rotors. Bedding will usually fix that.
