I'm confused on this as well. My best guess here is that the 390cc are 4 stroke and the 250cc are two stroke engines which might make the 390cc slower?

True, if 250cc two stroke, it will be way faster than 390cc 4 stroke because the direct fire of the 2 stroke engine
