Very, very stupid.
Either a kid "just having fun" will kill or badly injure an innocent person (which apparently has already happened) or a group of kids with no intention of hurting anybody will scare some paranoid guy with a gun and get shot at... Anybody in a group who wants to see if they can knock someone out can easily beat on each other. Picking random defenseless people and hitting them without warning is bad mojo all the way around...
