can an I phone 4 with att service be changed to verizon service got a free phone from grandson when he got his 5 thanks

No

ATT is a GSM Network phone , And the Verizon is a CDMA Network phone

Verizon is the only one who's using CDMA, all other carriers are GSM so you can move phones between them unlocked of course
