I will categorize like this:

Programs for phone = apps

Programs for computer = softwares

It doesn't matter, it's the same thing with different restrictions and firmware/hardware considerations.

Apps is short for applications, which mainly refers to user-controlled software. The three terms are interchangeable.

Marketing has told people that apps are different and special.
