I did mention that an apology is appropriate. You can be sorry about someone's hurt feelings whether their attitude towards what you said is justified or not. But, this doesn't mean you necessarily admit that what you did was wrong or even, in fact, that you would take it back.

But the option to do so is completely his decision. And just because he decided to handle it that way doesn't mean he was bullied.

No. It was conjecture on my part that he apologized because he was bullied. He was bullied. The two threads are proof of that, but you are right that it doesn't mean he apologized for that reason.
