I saw this earlier but knew it was voluntary for years.

So typical of Los Angeles to launch something and not have the money/ manpower to enforce it.

I think I might be a bit peeved (see pissed) if I had paid a ticket and found out that I didn't have to.
What a bunch of governmental wing nuts.
