This seems too crazy to be true. I'd guess there would be some type of grandfather clause in the deal......meaning if you had a black car before the law passed

This seems too crazy to be true.
I'd guess there would be some type of grandfather clause in the deal......meaning if you had a black car before the law passed you'd be okay? Or maybe you'd now owe the state a yearly fee? Yikes
