I'd try the piece-of-tubing-stuck-to-the-ear trick to try to locate where the whistle is coming from. With the tubing "amplifying" the sound, you may be able to hear it just by

I'd try the piece-of-tubing-stuck-to-the-ear trick to try to locate where the whistle is coming from. With the tubing "amplifying" the sound, you may be able to hear it just by revving the engine. Once you know which part(s) is causing the problem, you can look for specific solutions.
