There is not much of a noticeable performance difference between the two. Some might say they lose some lowend torque with the testpipes. Test pipes will be cheaper, but comes at the price of sound (rasp/loudness), smell, stains on the rear bumper. HFC's will have just about as much gains, while not being as loud or having the rear bumper stains. However they will cost more. And it seems that with some cars, the cores in the HFC's will deteriorate and need replacement.

Make sure you understand the emissions requirements for where you live. Some states don't require it while others do. Strict emissions requirements might make owning test pipes a hassle.

if there is no concern with emissions tests then as mentioned might as well go with test pipes. If sound is a concern then I would opt for resonated test pipes, that would my preference to avoid possibility of unwanted rasp.

If emissions is not an issue, then get testpipes. They are well worth it over the HFC's.
