Should I upgrade test pipes

Don't bother messing with the test pipes unless you plan to switch out the stock exhaust. And there's probably no point in changing out the test pipes unless you want

Don't bother messing with the test pipes unless you plan to switch out the stock exhaust. And there's probably no point in changing out the test pipes unless you want to swap for HFCs. You can, of course, always switch over to the ART pipes or something else. But that would just be spending money for a slight change in exhaust tone.

Would it be worth it getting the ART primarily for the quality?

If you were buying new pipes, yes. But test pipes are about as simple as they come. No moving parts to wear out, nothing to adjust. Only thing that can go wrong is rust. Replace them if you upgrade the exhaust but I'd leave 'em alone for now if it were my car.
