Anyone else having fitment issues with their Tomei setup? Im stock height and im scrapping the muffler when I drive over dips on the highway. I tried putting washers on

Im stock height and im scrapping the muffler when I drive over dips on the highway. I tried putting washers on the muffler like in the picture below.
