OP don't know if your still interested, but there should be 6 square spacers(styrene foam type) on the inside of the front bumper that sit on top of the foam

OP don't know if your still interested, but there should be 6 square spacers(styrene foam type) on the inside of the front bumper that sit on top of the foam impact absorber.
