It sounds like an aftermarket tune is desirable regardless, which is kind of a shame from a technically legal standpoint, but it doesn't sound like California smog checks require validating the tune. I've read horror stories from other states rejecting tunes.

As long as you do not have a cel on and your emissions control components are all working properly you will pass the smog test in CA with a custom tune that will not be an issue. As for the sway bars the best advice here would be to do a search and purchase the sway bar/s that best match how you plan on running your Z. Also depending on your climate and what your goals are with your Z I have seen a lot of guys get away with doing a 25 row oil cooler but, don’t be afraid to go bigger on the oil cooler is what a lot of the people here will tell you 34+ row oil cooler if you plan to track your Z.
