Will this kit be "for off road use only" or will it go through the CARB/street legal process?

Stillen will offer different stages. At least one of those will be CARB legal, and it will probably be the stage producing the least power.

It is our goal to achieve CARB legality and we have already been in contact with a testing lab that has tested numerous other products for us. All of which have passed with flying colors.
