Yeah I messed with the driver's side and it would only move down about an inch like you said, but somehow I got the passenger side all the way down

Yeah I messed with the driver's side and it would only move down about an inch like you said, but somehow I got the passenger side all the way down vertically. Anyway, I ended up sticking a common screwdriver between what appears to be a metal clip outboard of the arm on where it rotates with the seat belt, then I pulled the arm up and it clicked once then I pulled it all the way up and it clicked again. I must have pushed it down past its normal limit the first time. Good to go now!
