Yes you can. Turn wheel to one side and you should be able to pop at least one plastic rivet holding the fender protector. From there you should be able to get access to your bulbs... it'll be a tight squeeze.
For HIDs, twist off the plastic cap. Turn one direction to remove the bulb socket. Then unhook the metal clip that holds the bulb. Take care not to touch the [new] bulb as you replace them. It only goes in one way.
