If you just want the lights on all the time, that shouldn't be very difficult at all - just run power from an "ignition" source to the lights. The hard part would be getting the lights to flash when turning - this would require a relay powered by the turn signal circuit to break the power to the light when flashing. Not all that difficult if you know a little bit about wiring. Since you had to ask, I'd suggest getting someone else to do the job.
