Odd Paint Issues

In the last pic it looks like a blob of touch up covering two small scratches. As far as it being too close in color... I'm not too sure what

As far as it being too close in color... I'm not too sure what that means in relation to this pic. Definitely doesn't look like there was ever clear coat over it. On the others where it looks like its bubbling under the paint... that's what concerns me a bit more.
