Water spots on vinyl roof? (pic included)

Just washed my car and after noticed bunches of spots on my vinyl roof. Never seen this before. Only thing I could think of was I left the soap on

(pic included) Just washed my car and after noticed bunches of spots on my vinyl roof. Never seen this before. Only thing I could think of was I left the soap on for too long and the sun got to it? Anybody know of any products to remove it and put it back to normal? It is nothing I can feel to the touch, I am worried its permanent :/
