Paint peeling!

If you see shine under the area that peeled its poor prep work. If you see just a dull finish that with no sanding scratches then it's delam. Both are

If you see shine under the area that peeled its poor prep work. If you see just a dull finish that with no sanding scratches then it's delam. Both are shitty since there's no way to know the extent of the issue. Generally I would strip all the paint off the entire bumper to repair it since my shop warranties our work for life.
