Default problem with the seat belt

T^T I don't if it is like this originally but I don't think so..T^T that red part of the seat belt has to be like the first image but my passenger side seatbelt is like the second image. So everytime I pull the seat belt, it is so hard, and it won't even go back sice that red part is stuck as the picture...It won't rotate...How can I fix it? (yea sorry for my bad English)

Oh that plastic lever that assists in helping you reach for the seat belt? It's supposed to click in and out when rotated. If it requires more effort than usual, then it may need repair.
