I don't see why they couldn't be. I have the MRWorks lights (Angel Eyes & Landing Strips) and mine can come on during the day or night with the simple push of a switch. I know these aren't the same type of lights you mean but I simply told a local body shop how I wanted mine to work and they had no problem doing it.
