I don't see why one wouldn't be able to drill a hole in those fang covers and flush mount a set of micro projector fog lights. The only issue is

I don't see why one wouldn't be able to drill a hole in those fang covers and flush mount a set of micro projector fog lights. The only issue is that if the lights are recessed that far in, the bumper will block any of that light from spreading out to the peripherals which is probably why the OP mounted them as far out as he did.
Edit: something like these might be nice if you paint the bezel black?
