Look at all angles to get a good picture. To me, that is a ricer. Not because the mods are tasteless per se, but because they are done to a pedestrian Civic EX. A car that, even after mods, is probably slower than a new base model Camry or Corolla. A ricer is one who modifies a car that is not fast to look faster. i.e. wastes more money on visual mods than the car is worth just in order for it to look "good" or "aggressive." It doesn't have to be trashy for it to be rice IMO.
