Overspray

Dealership scuffed the very bottom of the front bumper. The bumper was resprayed but the whole car feels rough from the overspray at the bodyshop. I tried the clay bar

The bumper was resprayed but the whole car feels rough from the overspray at the bodyshop. I tried the clay bar then wax twice but its not working...what else can i do?
