Botched splash guard install from factory?

Yeah I've never been in an accident, bottomed out or anything. The thing that has me worried is it looks like the tab on the side skirt that the splash

The thing that has me worried is it looks like the tab on the side skirt that the splash guard connects to is cut or split in the middle. Is it supposed to be like this?
