From what i heard (and saw one picture of but don't remember where) they are for mounting the factory optional foglights. Much searching of JDM part numbers should reveal the

Much searching of JDM part numbers should reveal the housing P/n's i think there is even a picture in your owners manual of the optional turnsignal stalk with the foglight switch.
