Tiny chips around fender?

Mine did this too.. i took it to the stealership for them to make a note of and i attempted to get them to fix it. There is no metal

There is no metal showing under the little chips, but they still told me rock chips. Does it almost look like there is still some color underneath and that just a layer of paint and clearcoat is missing?
